Thought Foot said he was standing in three states at the GA / NC border - State of GA, State of NC, and State of Bliss.

We see the Red Eyes carved his name on the GA / NC border sign, but there is no sign of him at the shelter. We figured that he would have written his name on the shelter if he stopped here.
